AGC/SCADA/EMS Rehabilitation Project

The objective of this project was to provide consulting services to the Ukrainian professional staff of the Hydropower Company and the National Dispatch Center in their effort to rehabilitate hydro power plants and to modernize the National Dispatch Center. The procurement process required developing specifications for the AGC/SCADA/EMS control system and preparing the tender documents followed by tender evaluations.

MHI provided the following services:

• Identified the monitoring points required
• Identified the control points required
• Distinguished the communications requirements
• Identified the control and operation protocols in generation, transmission and interconnections
• Identified the operational timing requirements
• Analyzed interface requirements with existing equipment
• Documented all requirements in the World Bank tender format
• Provided assistance in prioritizing specifications
• Assisted in short listing vendors and documenting the justifications for vendors that were eliminated prior to evaluation
• Assisted in evaluating remaining vendor tenders in detail and ranking process
• Provided assistance in drafting the recommendations for purchase
