Five Year Management Contract of Liberia Electricity Corporation
The Liberia Electricity Corporation (LEC) on behalf of the Ministry of Lands, Mines and Energy for the Government of the Republic of Liberia (GOL) has selected MHI as the Operator for a five year Management Contract in Monrovia. MHI will engage in a variety of tasks to ensure the efficient operation of LEC. These responsibilities will allow MHI to accomplish the specific deliverables outlined in the five year management contract including: a Business Plan, Electrical Master Plan, Annual Investment Plan and Capital Budget, Annual Operating Budget, Organizational Plan, Human Resource Plan, Training and Development Plan, Utility Service Standards, Maintenance Plan, Quality of Supply Plan, Quality of Service Plan, Customer Database, Safety Plan and Procedures, Annual Reports, Revenue Management Plan, Loss Reduction Plan, and a Financial Model and Tariff Calculation.
MHI will be carrying out engineering, procurement and construction works in order to optimally expand the number of customers in the Service Area. Also on the list of tasks to be completed is to substantially improve the operating, commercial, customer service and financial performance of LEC. To improve efficiency and internal controls, MHI will introduce sustainable modern methods of corporate management and IT support of operational, commercial, financial, procurement and human resource management tasks.
MHI is focused on ensuring the LEC will be able to sustain a high level of performance in the future. MHI will thus be working to build the capacity of staff so that they may sustain the operational performance achieved at the end of the term. They will also ensure good operation, maintenance and replacement of assets so that the assets can sustain high performance at the end of the term. Finally, MHI will be cooperating with LEC and the Donors to facilitate the installation and operation of additional generation capacity.
