Southern China Strategic Energy Planning Project – Phase II
This project included two components; the creation of State Power Corporations and a rural energy component. The creation of State Power Corporations included the following services:
- Planned for the four provincial systems to meet the recently established air emission regulations, particularly the acid-rain gases emissions
- Analyzed the proposed west-east interconnection involving transferring power from western provinces to Guangdong with the aim of:
- Estimating the economic benefits with respect to sharing regional resources, load diversification, reserve sharing, and seasonal hydro thermal operations
- Assessing air emission reductions throughout the southern provinces and particularly in the eastern provinces
- Assessing the socio-economic impacts
- Conducting a financial analysis to assess the impact of proposed power exchange on the financial performance of the provincial power corporation and provide inputs for setting prices for power exchange
- Analyzed structural and institutional issues related to the recent power sector restructuring
- Analyzed current operation of regional power exchange and evaluation of potential options for regional electricity markets with further enhanced power exchanges among southern provincial systems
- Provided training to our counterparts on the above aspects
- Analyzed and quantified and the identified regional trading and operating benefits and training provided for various market rules and operating models
- Held workshops and training sessions in China and formal training in Canada together with Technical Missions for senior company personnel
The rural energy component included the following services:
- Provided training of staff from Beijing and four Southern Chinese provinces on energy demand analysis re: on producing energy balance tables and sectoral accounts for use in energy demand forecast
- Provided advice on energy balance and sectoral accounts
- Designed and coordinated the administration of questionnaires on household energy consumption in rural and urban settings for four Southern China provinces, namely Yunnan, Guizhou, Guangxi and Guangdong.
- Collected information related to income, employment, appliance ownership and cooking use, hot water, heating, etc, energy consumption by source (wood fuel, coal, electricity, etc.)
- Carried out a response data analysis and the preparation of reports, on household energy consumption, for four provinces in Southern China. The survey results were used in ongoing studies to update MEDPRO’s energy demand forecast model
- Engaged in Field work observation studies in four provinces in southern China to ascertain experienced knowledge on household energy consumption patterns in Beijing and rural and urban settings in four provinces in China.
