Power Sector Reform – Regional Energy Pilot Projects
The objective of this study which was led by AMEC was to identify which policies and measures addressing the problem of non-payment in the electricity sector worked in practice and which did not. It included, therefore, both success stories and failures. The study, however, was not intended to present a comprehensive analysis of the causes and nature of the non-payment problem. Rather, it was aimed at equipping World Bank staff and decision makers with a set of practical tools that could be of use when the political will existed to tackle the problem.
MHI reviewed the existing meter reading, billing and collections policies and procedures, and recommend changes to improve the efficiencies in these areas, with an overall goal of improving cash collection.
